新一批大气污染物源排放清单编制技术指南发布

环(huan)境(jing)保(bao)护(hu)部(bu)科技标(biao)准司(si)有关(guan)负责人近日(ri)向(xiang)媒体(ti)(ti)通(tong)报,为贯彻(che)落(luo)实国务院《大气(qi)(qi)污(wu)染防治行动计划(hua)》,加强科技支(zhi)撑大气(qi)(qi)污(wu)染防治工作(zuo),指导各地开展大气(qi)(qi)排放清单(dan)编制工作(zuo),环(huan)境(jing)保(bao)护(hu)部(bu)日(ri)前发布了第二(er)批大气(qi)(qi)污(wu)染物(wu)源排放清单(dan)编制技术指南,涉(she)及大气(qi)(qi)可吸入颗粒物(wu)(PM10)、道(dao)路机动车、非道(dao)路移动源、生(sheng)物(wu)质燃烧源、扬尘(chen)颗粒物(wu)等方面(mian)。

    以上(shang)技术文件是环境保护部启动实施《清洁空(kong)气研究计划》以来(lai),继大气颗粒物(wu)(wu)来(lai)源(yuan)解析以及大气细颗粒物(wu)(wu)(PM2.5)、挥发性有机物(wu)(wu)(VOCs)、氨(NH3)源(yuan)排(pai)(pai)放清单(dan)和大气污染源(yuan)优先控制技术指南之后,形成的第二批重要(yao)阶段性成果,旨在为各(ge)地开(kai)展相关大气污染物(wu)(wu)源(yuan)排(pai)(pai)放清单(dan)编制工作提供统(tong)一(yi)规范的方(fang)法、工具(ju)。

    这(zhei)位负责人介(jie)绍,目前我国(guo)尚未从(cong)国(guo)家层面上建(jian)立完整的(de)(de)(de)(de)大(da)(da)气(qi)污(wu)(wu)(wu)染(ran)(ran)(ran)物(wu)排放(fang)清单(dan)(dan)(dan)(dan),也(ye)缺乏一(yi)套(tao)建(jian)立大(da)(da)气(qi)污(wu)(wu)(wu)染(ran)(ran)(ran)物(wu)排放(fang)清单(dan)(dan)(dan)(dan)的(de)(de)(de)(de)方(fang)法(fa)工具,相(xiang)应的(de)(de)(de)(de)能(neng)力建(jian)设较为滞后(hou),严重(zhong)制(zhi)约(yue)了(le)我国(guo)空气(qi)质量(liang)管理工作(zuo)(zuo)(zuo)。考虑到(dao)各(ge)地清单(dan)(dan)(dan)(dan)编(bian)制(zhi)工作(zuo)(zuo)(zuo)的(de)(de)(de)(de)技(ji)(ji)术基(ji)(ji)础与实际管理需(xu)求的(de)(de)(de)(de)差(cha)异性(xing),环境保(bao)护部在《清洁空气(qi)研究计(ji)划》中将大(da)(da)气(qi)污(wu)(wu)(wu)染(ran)(ran)(ran)源(yuan)国(guo)家法(fa)规(gui)排放(fang)清单(dan)(dan)(dan)(dan)及减排支(zhi)撑技(ji)(ji)术列入四大(da)(da)主(zhu)题(ti)之一(yi),重(zhong)点(dian)解决大(da)(da)气(qi)污(wu)(wu)(wu)染(ran)(ran)(ran)物(wu)排放(fang)“底数不清”问(wen)题(ti),并按照(zhao)“规(gui)范统一(yi)、科学实用(yong)、轻重(zhong)缓急、循序渐进”的(de)(de)(de)(de)原则(ze),提(ti)出了(le)构建(jian)我国(guo)大(da)(da)气(qi)污(wu)(wu)(wu)染(ran)(ran)(ran)物(wu)源(yuan)排放(fang)清单(dan)(dan)(dan)(dan)编(bian)制(zhi)技(ji)(ji)术指(zhi)南(nan)(nan)体系的(de)(de)(de)(de)基(ji)(ji)本思(si)路,即先按照(zhao)污(wu)(wu)(wu)染(ran)(ran)(ran)物(wu)种类(lei)和(he)(he)污(wu)(wu)(wu)染(ran)(ran)(ran)源(yuan)源(yuan)类(lei)两个方(fang)向分别出发(fa),编(bian)制(zhi)单(dan)(dan)(dan)(dan)项大(da)(da)气(qi)污(wu)(wu)(wu)染(ran)(ran)(ran)物(wu)(源(yuan))排放(fang)清单(dan)(dan)(dan)(dan)编(bian)制(zhi)技(ji)(ji)术指(zhi)南(nan)(nan),待各(ge)方(fang)面对清单(dan)(dan)(dan)(dan)编(bian)制(zhi)工作(zuo)(zuo)(zuo)有一(yi)定认(ren)识和(he)(he)基(ji)(ji)础后(hou),再(zai)将城市和(he)(he)区域网格化,编(bian)制(zhi)涵盖全行(xing)业(ye)、多污(wu)(wu)(wu)染(ran)(ran)(ran)物(wu)以及包含污(wu)(wu)(wu)染(ran)(ran)(ran)源(yuan)时(shi)空变化信(xin)息的(de)(de)(de)(de)源(yuan)排放(fang)清单(dan)(dan)(dan)(dan)技(ji)(ji)术指(zhi)南(nan)(nan)。

    这位负责人(ren)说,按照上述工作思(si)路,2014年8月,环境保护部发布了(le)《大(da)(da)(da)气(qi)细颗粒物一次(ci)源(yuan)排(pai)放(fang)(fang)(fang)(fang)清(qing)(qing)(qing)(qing)单(dan)编(bian)(bian)(bian)(bian)(bian)(bian)制(zhi)(zhi)(zhi)技(ji)(ji)(ji)术(shu)(shu)(shu)(shu)指(zhi)(zhi)南(nan)(nan)(试(shi)行(xing)(xing)(xing))》、《大(da)(da)(da)气(qi)挥发性有机(ji)物源(yuan)排(pai)放(fang)(fang)(fang)(fang)清(qing)(qing)(qing)(qing)单(dan)编(bian)(bian)(bian)(bian)(bian)(bian)制(zhi)(zhi)(zhi)技(ji)(ji)(ji)术(shu)(shu)(shu)(shu)指(zhi)(zhi)南(nan)(nan)(试(shi)行(xing)(xing)(xing))》和(he)《大(da)(da)(da)气(qi)氨(an)源(yuan)排(pai)放(fang)(fang)(fang)(fang)清(qing)(qing)(qing)(qing)单(dan)编(bian)(bian)(bian)(bian)(bian)(bian)制(zhi)(zhi)(zhi)技(ji)(ji)(ji)术(shu)(shu)(shu)(shu)指(zhi)(zhi)南(nan)(nan)(试(shi)行(xing)(xing)(xing))》第一批3项源(yuan)清(qing)(qing)(qing)(qing)单(dan)编(bian)(bian)(bian)(bian)(bian)(bian)制(zhi)(zhi)(zhi)技(ji)(ji)(ji)术(shu)(shu)(shu)(shu)指(zhi)(zhi)南(nan)(nan),并面(mian)向全(quan)(quan)国(guo)组织开(kai)展了(le)技(ji)(ji)(ji)术(shu)(shu)(shu)(shu)培训,本(ben)次(ci)又发布《大(da)(da)(da)气(qi)可吸入颗粒物一次(ci)源(yuan)排(pai)放(fang)(fang)(fang)(fang)清(qing)(qing)(qing)(qing)单(dan)编(bian)(bian)(bian)(bian)(bian)(bian)制(zhi)(zhi)(zhi)技(ji)(ji)(ji)术(shu)(shu)(shu)(shu)指(zhi)(zhi)南(nan)(nan)(试(shi)行(xing)(xing)(xing))》、《扬尘源(yuan)颗粒物排(pai)放(fang)(fang)(fang)(fang)清(qing)(qing)(qing)(qing)单(dan)编(bian)(bian)(bian)(bian)(bian)(bian)制(zhi)(zhi)(zhi)技(ji)(ji)(ji)术(shu)(shu)(shu)(shu)指(zhi)(zhi)南(nan)(nan)(试(shi)行(xing)(xing)(xing))》、《道路机(ji)动车大(da)(da)(da)气(qi)污(wu)染物排(pai)放(fang)(fang)(fang)(fang)清(qing)(qing)(qing)(qing)单(dan)编(bian)(bian)(bian)(bian)(bian)(bian)制(zhi)(zhi)(zhi)技(ji)(ji)(ji)术(shu)(shu)(shu)(shu)指(zhi)(zhi)南(nan)(nan)(试(shi)行(xing)(xing)(xing))》、《非(fei)道路移动源(yuan)大(da)(da)(da)气(qi)污(wu)染物排(pai)放(fang)(fang)(fang)(fang)清(qing)(qing)(qing)(qing)单(dan)编(bian)(bian)(bian)(bian)(bian)(bian)制(zhi)(zhi)(zhi)技(ji)(ji)(ji)术(shu)(shu)(shu)(shu)指(zhi)(zhi)南(nan)(nan)(试(shi)行(xing)(xing)(xing))》和(he)《生物质燃烧源(yuan)大(da)(da)(da)气(qi)污(wu)染物排(pai)放(fang)(fang)(fang)(fang)清(qing)(qing)(qing)(qing)单(dan)编(bian)(bian)(bian)(bian)(bian)(bian)制(zhi)(zhi)(zhi)技(ji)(ji)(ji)术(shu)(shu)(shu)(shu)指(zhi)(zhi)南(nan)(nan)(试(shi)行(xing)(xing)(xing))》等5项技(ji)(ji)(ji)术(shu)(shu)(shu)(shu)指(zhi)(zhi)南(nan)(nan),至(zhi)此,初(chu)步形成(cheng)了(le)我国(guo)大(da)(da)(da)气(qi)污(wu)染物源(yuan)排(pai)放(fang)(fang)(fang)(fang)清(qing)(qing)(qing)(qing)单(dan)编(bian)(bian)(bian)(bian)(bian)(bian)制(zhi)(zhi)(zhi)技(ji)(ji)(ji)术(shu)(shu)(shu)(shu)支撑(cheng)体系(xi)。未来,还将(jiang)面(mian)向城市(shi)(shi)或区域联防(fang)联控和(he)空气(qi)质量精(jing)细化(hua)管理需求,发布涵(han)盖全(quan)(quan)行(xing)(xing)(xing)业多(duo)污(wu)染物和(he)污(wu)染源(yuan)时空变化(hua)信息的城市(shi)(shi)人(ren)为源(yuan)大(da)(da)(da)气(qi)污(wu)染物综合排(pai)放(fang)(fang)(fang)(fang)清(qing)(qing)(qing)(qing)单(dan)编(bian)(bian)(bian)(bian)(bian)(bian)制(zhi)(zhi)(zhi)技(ji)(ji)(ji)术(shu)(shu)(shu)(shu)指(zhi)(zhi)南(nan)(nan)和(he)高分辨率网格(ge)化(hua)排(pai)放(fang)(fang)(fang)(fang)清(qing)(qing)(qing)(qing)单(dan)编(bian)(bian)(bian)(bian)(bian)(bian)制(zhi)(zhi)(zhi)技(ji)(ji)(ji)术(shu)(shu)(shu)(shu)指(zhi)(zhi)南(nan)(nan)。

    这位负责(ze)人强调,排(pai)放(fang)(fang)(fang)清(qing)(qing)(qing)(qing)单(dan)是(shi)识(shi)别(bie)污(wu)染(ran)(ran)来源(yuan)(yuan)、支撑(cheng)模式模拟、分析(xi)解释观测(ce)(ce)(ce)结(jie)果和制(zhi)(zhi)(zhi)(zhi)(zhi)定减(jian)排(pai)控制(zhi)(zhi)(zhi)(zhi)(zhi)方(fang)案的(de)(de)重要(yao)(yao)(yao)基础,对(dui)(dui)于探(tan)究大(da)(da)气(qi)(qi)化学(xue)与(yu)气(qi)(qi)候相互作(zuo)(zuo)(zuo)用、识(shi)别(bie)大(da)(da)气(qi)(qi)复合(he)污(wu)染(ran)(ran)来源(yuan)(yuan)等(deng)科学(xue)问(wen)题,以(yi)及污(wu)染(ran)(ran)物(wu)总量减(jian)排(pai)、空气(qi)(qi)质量达标(biao)等(deng)环境(jing)管理问(wen)题,都是(shi)极为关(guan)键的(de)(de)核(he)心支撑(cheng)。污(wu)染(ran)(ran)物(wu)排(pai)放(fang)(fang)(fang)清(qing)(qing)(qing)(qing)单(dan)随(sui)着污(wu)染(ran)(ran)源(yuan)(yuan)构(gou)(gou)成变化、控制(zhi)(zhi)(zhi)(zhi)(zhi)技术(shu)发展(zhan)、测(ce)(ce)(ce)试技术(shu)更(geng)新、校验方(fang)法发展(zhan)而动态变化,因此(ci),清(qing)(qing)(qing)(qing)单(dan)编(bian)(bian)制(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)作(zuo)(zuo)(zuo)将(jiang)是(shi)一个(ge)长期的(de)(de)、不断发展(zhan)、持续更(geng)新的(de)(de)工(gong)作(zuo)(zuo)(zuo)。大(da)(da)气(qi)(qi)污(wu)染(ran)(ran)物(wu)排(pai)放(fang)(fang)(fang)清(qing)(qing)(qing)(qing)单(dan)编(bian)(bian)制(zhi)(zhi)(zhi)(zhi)(zhi)技术(shu)指南(nan)是(shi)建(jian)立(li)区域和国家大(da)(da)气(qi)(qi)污(wu)染(ran)(ran)物(wu)排(pai)放(fang)(fang)(fang)清(qing)(qing)(qing)(qing)单(dan)的(de)(de)重要(yao)(yao)(yao)工(gong)具,也提(ti)供了大(da)(da)量的(de)(de)方(fang)法和参考(kao)数(shu)据,但是(shi)各地要(yao)(yao)(yao)构(gou)(gou)建(jian)完(wan)整的(de)(de)、精确的(de)(de)大(da)(da)气(qi)(qi)污(wu)染(ran)(ran)物(wu)排(pai)放(fang)(fang)(fang)清(qing)(qing)(qing)(qing)单(dan)还是(shi)要(yao)(yao)(yao)结(jie)合(he)当地实际,重视指南(nan)的(de)(de)实践运用并(bing)加强科学(xue)研(yan)究,针(zhen)对(dui)(dui)当地产业结(jie)构(gou)(gou)、污(wu)染(ran)(ran)物(wu)的(de)(de)控制(zhi)(zhi)(zhi)(zhi)(zhi)技术(shu)、监管水平等(deng)实际特点,将(jiang)清(qing)(qing)(qing)(qing)单(dan)研(yan)究与(yu)大(da)(da)气(qi)(qi)污(wu)染(ran)(ran)防(fang)治工(gong)作(zuo)(zuo)(zuo)紧密结(jie)合(he),不断改进(jin)、完(wan)善清(qing)(qing)(qing)(qing)单(dan)编(bian)(bian)制(zhi)(zhi)(zhi)(zhi)(zhi)技术(shu)方(fang)法,开展(zhan)实测(ce)(ce)(ce)工(gong)作(zuo)(zuo)(zuo),获取本地化的(de)(de)参数(shu),补(bu)充、更(geng)新排(pai)放(fang)(fang)(fang)系(xi)数(shu)库,并(bing)将(jiang)这些重要(yao)(yao)(yao)信息、数(shu)据反馈给(ji)环境(jing)保护部,以(yi)便对(dui)(dui)相关(guan)的(de)(de)源(yuan)(yuan)清(qing)(qing)(qing)(qing)单(dan)编(bian)(bian)制(zhi)(zhi)(zhi)(zhi)(zhi)技术(shu)指南(nan)进(jin)行适时修订。同时,各地也要(yao)(yao)(yao)加强清(qing)(qing)(qing)(qing)单(dan)编(bian)(bian)制(zhi)(zhi)(zhi)(zhi)(zhi)能力(li)建(jian)设,加快(kuai)人才培养(yang)、开展(zhan)技术(shu)交(jiao)流(liu)和培训,注重工(gong)作(zuo)(zuo)(zuo)积累,重点提(ti)升排(pai)放(fang)(fang)(fang)清(qing)(qing)(qing)(qing)单(dan)编(bian)(bian)制(zhi)(zhi)(zhi)(zhi)(zhi)水平。
